This verse uses the example of fire and heat: they are different aspects of one thing, not two separate things. In the same way, divine power is not apart from consciousness. The verse also says this is only the beginning of the path into direct awareness.
न िह्नेदाधवहका शविव्यधवतवरिा विभाव्यते । केिलम् ज्ञानसत्तायां प्रारम्भोऽयं प्रिेशने ॥ १९ ॥
na vahnedhārdhika śakti vyatiriktā vibhāvyate | kevalam jñāna-sattāyāṃ prārambho 'yaṃ praveśane || 19 ||
Translation
The power is not conceived as separate from the fire; this is merely the beginning, a प्रवेश into the state of pure knowledge and being.
Indicate that śakti is inseparable from consciousness and that this teaching is only an entry point into direct knowing.
