The Highest as Devi

Bhairava

This verse says the highest state called Bhairava is also called Devi. In other words, the two divine names point to one reality seen from different angles. The goal is to recognize that the sacred masculine and feminine are not separate.

विज्ञानभैरव तन्त्रम् एवं विधा भैरवस्य यावस्था पवरगीयते । सा परा पररूपेण परा देवी प्रकीवतधता ॥ १७ ॥

evaṃ vidho bhairavasya yāvasthā parigīyate | sā parā pararūpeṇa parā devī prakīrtitā || 17 ||

Translation

The state of Bhairava that is thus celebrated is that supreme Devi, spoken of as the highest in the form of the supreme.

Identify Bhairava's supreme state with Devi herself, affirming the unity of the divine polarities.
